Rutherford County, Tenn — The Rutherford County School Board recently passed a resolution addressing the significant growth in its English Learner (EL) student population, highlighting financial concerns and calling for additional federal support.
District data shows a dramatic increase in ESL students, rising from 6,214 in May 2023 to 8,373 in the current school year—representing a 140% increase over the past decade. 
This substantial growth has prompted the district to create 44 new positions to support English language learners.

The board emphasized that the ESL program is primarily funded through local and state revenues, with Title III federal funds contributing approximately $1.3 million. They calculate an additional $3,500 per student is needed to adequately serve these learners.
The resolution calls on state leaders to address the financial challenges, though the approach has sparked internal debate. Board member Tammy Sharp voiced opposition to the resolution, arguing that immigration policy is a federal matter beyond the school board’s jurisdiction.

“We are on the local level, we don’t have any authority over the General Assembly or federal representatives,” Sharp stated, expressing concern about the potential message such a resolution might send to students.
